How the Tiered Wall Rule Works
The International Residential Code (IRC) Section R404.4 defines when retaining walls must be treated as a tiered system: when the horizontal distance between two walls is less than 3 times the retained height of the lower wall. When walls meet this definition, their retained heights are added together to determine permit requirements.

Why Close Spacing Changes Everything
When two walls are close together, the soil between them doesn't behave as two separate pressure zones. The upper wall's soil pressure transmits through the intervening soil mass and adds to the load on the lower wall. The two walls must be designed as a structural system — which is why a permit is required for the combined height, not each wall independently.
Systems With Three or More Walls
For three or more walls, each adjacent pair is analyzed separately. If any pair within the system fails the 3× spacing test, those walls are tiered. The chain can cascade: Wall 1 and Wall 2 tiered, Wall 2 and Wall 3 independent — meaning Wall 1+2 are analyzed as a system, but Wall 3 is analyzed independently. Why Landscape Designers Often Get This Wrong
Terraced yards are frequently designed for visual and functional reasons — creating usable flat areas on a slope — without the 3× spacing rule being part of the design conversation at all.
